Basic tasks of the CSS |
Basic tasks of the Service are the following*:
In accordance with the established tasks the Service performs the following tasks:
· implements policies in civil status field within its competence;
· coordinates the activity of territorial offices and the activity of the mayoralties of the municipalities, towns and villages in order these correctly apply the law in the field on civil status acts registration, offering them the appropriate methodological support;
· controls the activity of territorial offices regarding the observance of legislation in force in respect with the registration of civil status acts;
· performs the state registration of civil status acts;
· issues certificates of civil status to citizens of the Republic of Moldova, foreign citizens and stateless persons in accordance with the provisions of the law;
· organizes activity regarding solemn registration of marriage, birth of children, marriage anniversary celebration ceremonies, at the applicants’ request, organizing national contests in this context;
· creates archive fund of civil status registers, provide its evidence and storage;
· operates corrections, changes and additions to the civil status acts according to the law;
· provides conformity and integrity of data in civil status acts, which form part of the State Register of Population;
· participates in developing standard forms of civil status acts and civil status certificates;
· participates in preparation of draft regulatory documents, develops methodological recommendations, instructions, regulations and other guidance for the observance of legislation in the field;
· organizes the preparation and distribution of forms of the civil status certificates, forms of the civil status acts and other acts of strict evidence to bodies responsible for registration of civil status acts, performs control on observance of the evidence conditions and methods, their maintenance and use;
· develops and draws up reports on the registration of civil status acts and other reports related to the evaluation and generalization of various indices of specific activity in the relevant field;
· studies and summarizes the national and international experience on the registration of civil status acts, suggesting ways of correlation of national laws and regulatory documents in the field with Community rules;
· applies mentions on identity acts on registration of civil status acts, submit identity acts prepared on behalf of the deceased persons at the address of territorial offices for evidence and population documentation;
· legalizes, according to the law in force, the documents issued by the relevant civil status bodies of the Republic of Moldova for their further use abroad;
· issues duplicates of civil status certificates, extracts and copies of civil status acts, civil status certificates and explanatory certificates, notices on change of name and / or surname and other documents according to its competence that are required by the citizens of the Republic of Moldova, foreign citizens or stateless persons who reside or have previously resided in the Republic of Moldova;
· performs and organizes public hearing, examines letters, petitions and proposals of citizens, provides advice on matters of registration of civil status acts;
· rendering of payment services for population;
· provides evidence of its financial and economic activity, presentation of statistical and accounting reports according to the law in force;
· performs other duties under its competence.
In order to accomplish the tasks and responsibilities incumbent on the Service, it is entitled to:
· request and receive from territorial offices necessary information and documents related to state registration of civil status acts;
· request and receive from public authorities and officials with responsibility positions necessary information and explanations for solving the problems that are within the competence of the Service;
· sign contracts in accordance with the law in force, with legal and natural persons in order to ensure its activity;
· publish and distribute periodicals regarding the activity of the civil status bodies responsible for registration of the civil status acts;
· exercise other rights necessary to accomplish the established tasks and responsibilities.
