The most complex competition, both in terms of content as well as in terms of organizational aspect, totaling all fields of activity of the civil status servant, is the "Best Office", launched in 2004.

Organization of this competition has as main objective the encouragement of professional skills, creative qualities and improvement on professional plan of the employees of Civil Status Service subdivisions.

The peculiarity of this competition is represented in a party form. All civil status offices are in competition for one year. This is limited to ordinary and daily activity of the civil status offices governed by the laws in force of the Republic of Moldova and guided by the evaluation criteria of the activity of the offices approved on April 20, 2004 by the Regulations on the organization of the Republican competition titled "Best office of civil status ".

 The evaluation commission that consists of officials of the Civil Status Service goes in territory in order to evaluate the collective’s activity performed during a year.

Criteria according to which the indices on offices’ activity are evaluated  and the finalists are identified are the following:

- Observance of law provisions;

- Quality of performed work;

- Esthetic image of the office’s rooms;

- Security and integrity level of the archive fund;

- Level of training, competence, work capacity;

- Methodical work with the mayoralties, collaboration with local public administration bodies, as well as with legal, statistical, medical and other authorities, reflection of office’s activity and issues related to its competence in mass media;

- Psychological climate in the collective, public relations;

- Evidence of diligence in the implementation and use of information technologies and other progressive means in the process of service’s organization.

The two first editions of the competition have established the practice of announcing the winners of the competition within the festivity dedicated to the Professional Day of the personnel employed in civil status bodies system instituted by Order MDI No. 18 of April 12, 2004.

Thus, under this order, the 26th of April is declared the Professional Day of the personnel employed in civil status bodies system.

It is significant the fact that the Civil Status Service has dedicated the festivity not only to the awarding of winners. In order to appreciate and encourage other servants with outstanding achievements in the civil status activity, it was decided to award the following mentions of appreciation:

1. „Implementation of information technologies”;
2. „Promoter of civil status bodies’ image”;
3. „The most popular office of civil status”;
4. „The most modern office of civil status”;
5. „Golden feather”;
6. „Competence and equity”;
7. „Model of Archive fund”.

The civil status office designated as winner will be awarded with a transmissible cup. The trophy is made ​​of bronze, it exists in a single sample and it has been designed with the intention of reflecting the entire complexity of the activities developed within the civil status bodies. Name of the office, and year when it won the prize I will be engraved on the surface of the cup in question. Thus, the continuity of the competition is insured and its importance is underlined.
