This statement represents a strong argument in favor of giving the qualification of "pillar of civil status activity" to the archive fund.

However, the problems the territorial subdivisions are facing today with in terms of archive fund caused by unfavorable conditions that contradict the rules of registers keeping and over application for the civil status documents bind the Civil Status Service to identify the most optimal solutions.
