In the early period of consolidation of the civil status bodies system the solemnity with respect to the registration of marriage was reduced to a simplified, short and hard text, lacking of spirituality. By passing of time and by providing strong concerns to family events, the solemn registration of marriage gets a new configuration: it becomes very spiritual, emotional, exciting, expressive and rich in content.

Need for augmentation of the role of marriage in society led to acquisition and development of existing practices by the contemporary system of civil status bodies.

Competition titled "Solemn registration of marriage", whose priority objectives were to develop professional skills and promote creativity of the civil status officials has been designed, in terms of organization, in two stages.

In the first stage, the competition took place between the civil status offices according to territorial principle. In order to evaluate the results of regional stages and identify the finalists there were created an ad hoc commission. The judging process was governed by the established criteria, which were a priory brought into the open to the competitors.

Thus, the legality, dress, esthetic appearance, language, fluency and scenario were decisive factors while evaluating the results of regional competitions.

The final stage dedicated to competition’s resolution has resulted in a celebration on republican level, where the winners were appointed and the prizes were awarded.
