Annulment of civil status documents |
Examination of the application for annulment of civil status documents is a procedure fulfilled by the civil status authorities and applied in cases where:
• two civil status documents (repeated acts) are identified, if they are prepared following the same factual record (birth, death, divorce);
• an act is restored and a primary document drawn up following the registration of the same fact is identified.
• annulment of a civil status act issued in an unfounded way, or based on false documents, done judicially.
The following categories of persons can apply for annulment of civil status documents:
• document holder;
• legal representative of the document holder;
• persons concerned.
To request this service, the following documents shall be presented:
• application;
• explanation;
• civil status documents held (certificates, excerpts) to be canceled;
• identity documents of the applicant.
Stages of examination of the application
To cancel a civil status act, following steps shall be taken:
1. Filing an application:
An application for annulment of a civil status act shall be submitted personally:
to the registry office in charge of the territorial unit where you reside.
2. Examination of the application:
The registry office will examine your application, organize the dossier, take a decision on annulling a civil status act, and send it to the Civil Status Service for approval (the approval lasts for 15 days, without taking the mailing time into consideration).
3. Approval of the dossier:
A dossier for annulling a civil status act may be examined by the Civil Status Service upon the applicant’s request urgently, if the applicant presents personally at the Methodology and Dossier Examination of the Control and Methodology Department of the Civil Status Service located at 11/1 Mihai Viteazul Street, Chisinau Municipality.
For urgent examination of the dossier, the following documents shall be submitted:
- relevant dossier sealed (in an envelope) as required;
- identity document of the applicant;
- proof of authorization (for representation): power of attorney, proxy, service document that confirms acting on behalf of a guardianship or other empowered authority, etc.;
- check confirming the payment for services.
4. Annulment of a civil status document
After approval of the decision on cancellation of a civil status document, the registry office will annul the act in question and introduce necessary remarks.

The following categories of individuals are exempt from paying the tariffs for the services:
• disabled persons: the 1st, the 2nd, and the 3rd disability groups;
• participants of the Last World War;
• retirement pensioners;
• parents who have 3 or more children;
• orphaned children;
• participants of the liquidation of consequences of the

• citizens applying for repeatedly issuing death certificates of their relatives repressed and later rehabilitated or replacement of previously issued ones.
